If you have two block wich each have only 2 cells of a specific number and they are in the same rows or columns then you can eliminate it in the third block.
This is reasonable visible if you use highlight number.
Again the block that cause it is marked Red and the ones you can eliminate Yellow.
two 2's in block(6) and Block(9) ensure that you can remove the 2 in Block(3)
